New Tourism Minister Announced

Sir Chris Bryant MP has been named as the new Tourism Minister for England.

The recent King's Speech didnā€™t mention any specifics around tourism so the future of FHL allowances remains uncertain; although some form of consultation prior to any further progress is a possibility.

With the current activity around the systems to control the registration scheme; it seems that the new government is still intending to progress with the registration scheme across England and Wales.

The DCMS (Department for Culture, Media and Sport) is currently seeking input from hosts about the proposed Statutory Registration scheme.

ā€œThis is a post for all of the Short Term Lets owners in this group. I work as a User Researcher for the Department for Culture, Media and Sport (DCMS). As Short Term Lets owners you may already be aware that DCMS is exploring the introduction of a registration scheme for short-term lets, which was legislated for in the Levelling Up and Regeneration Act.

As part of developing a scheme we are very keen to speak to hosts of short-term lets to understand their needs and feelings around such a scheme, and how it might impact them. Unfortunately, we cannot offer any incentive for your time. As potential users of the scheme anything you can tell us will help to shape the policy and design of this service. As ethical researchers, we can promise that anything you tell us in these sessions will be anonymous and not be traced back to you.

In Scotland, Edinburgh City Council has started a 12 week consultation period, inviting residence and property owners to provide their feedback on how the short-term let licensing scheme is working.

With a number of UK cities looking to introduce a tourist fee for visitors, what can we learn from Veniceā€™s experience?

Skift have written an article with some interesting points highlighted :

  • The scheme ran for 29 days between April and July. In total it raised 2.4 million Euros

  • Deputy mayor Simone Venturini believed the scheme would cost more than any fees gained within the first year

  • Over 485,000 day trippers visited Venice during the 29 days. Day tripper volume never exceeded its 2023 levels on those days

  • For 2025, city officials are considered expanding the number of days of the program to 100 and raising the entry to around 9 Euros

  • The tourist fee is one of a range of measures city officials are implementing to curb over tourism. Their other policies include a cap on new hotels in the city centre, building a terminal for cruise ships that stops outside the city centre, limiting group tour sizes to 25 and introducing new restrictions on short-term rentals

With a number of tourist hotspots across Europe and UK cities looking to introduce a similar system; it is clear that how any tourist fee scheme is managed and enforced is a key to itā€™s success; as-well as ensuring that it is balanced with other measures that benefit local residence whilst supporting the livelihoods of those that rely upon visitors.

Key Dataā€™s Summer Seasonal Report

Key Data has released their summary of key measurements. This provides a useful insight into current performance, as-well as some pacing measures for the next quarter (July to September).

The overall good news for June is that RevPAR is up nearly 7% compared to last June. RevPAR (Revenue Per Available Room), which takes into account both Occupancy Levels and Average Daily Rates is a good overall measurement for how profitable your short term rental is.

Average Daily Rates have increased by nearly 5%, with the Average Length of Stays slightly increasing compared to the same period last year.

The Average Booking Window for June 2024 was around 71 days, an increase of 5 days days from June 2023.

Data For July to September suggests a strong position compared to the same time last year, however Key Data provide some warnings to hosts - ā€œPrice-sensitive travellers will only tolerate so many price hikesā€, and coupled with reducing air fares and a wet, cold summer travellers may choose to travel further afield.

Average Booking Windows for July to September appear to be remaining steady compared to 2023, but are still down compared to 2022.

Across the UK (sorry Northern Ireland figures arenā€™t included), RevPAR performance is strong, with Scotland showing a 11% increase in RevPAR.
